The City of Lakewood runs a small water utility of its own, and nearly 20 other providers serve the rest of the city — Consolidated Mutual Water, Green Mountain Water & Sanitation, Bancroft-Clover, Willowbrook, and others. Most of them buy water from Denver Water and generally follow Denver Water's rules, but each can set its own watering days, fines, and rebate programs.

Clay soil decides how the job is built

Heavy clay compacts and holds water. For planted xeriscape, that means selective amendment and planting natives that tolerate clay rather than fighting it with truckloads of compost. For anything with a base — a patio, a path, or artificial turf — it means excavating to depth and building a compacted aggregate base that gives water somewhere to go. Skip that on Lakewood clay and water pools under the surface, the base shifts, and you see it within two or three seasons.

Slopes change the design: decomposed granite washes out on grade, so paths need stabilizer or steps; beds need terracing or boulders set to hold soil; and drip lines need pressure-compensating emitters so the bottom of the hill doesn't get all the water.
